It will add some....but not as much as it would if you change the intake manifold as well. Adding an adapter plate and a four-barrel will cause a bottle neck condition for the air/fuel mixture, resulting in the fuel coming out of suspension and puddling in the intake. Also the two-barrel intake will have much smaller intake runners and ports, resulting in less flow.
If power is what your after, put the four-barrel carb and intake on it, get a set of headers and dual out the exhaust, and get a super coil to help burn the extra fuel. Those are about the best things you can do short of modifying the engine internally.

Yes.The reason it will is because you are getting more fuel to the engine.This may mean a decrease in your gas mileage. I asssume you are rebuilding/restoring a Mopar. One suggestion I might add, get the Chilton Repair Manual at your local auto parts store. They are also a good source of information when you are having problems with your vehicle.
