Growing price based competition in the aftermarket and in the OEM sector brings cost into the spotlight as a major competitive variable for manufacturers of vehicle lighting systems. Manufacturers are expected to continue facing tremendous pressure in providing right lighting products, featuring latest technologies at economical prices. Demand for superior safety, comfort and performance features drives technology innovation in the marketplace. Technologies which have revolutionized the lighting market up until now include halogen miniature bulbs, HID lights distributed by fiber optics, neon tubes, LEDs, electroluminescent panels, fluorescent tubes, xenon, bi-xenon, among others. Product design considerations in the future will revolve around energy consumption, longer life, less heat generation and compact design.
In the wake of rising road accidents and pedestrians being blinded by high intensity silver head lights at night, the motor vehicles department and traffic authorities are launching a special drive against the use of headlights with high luminous intensity.
High Intensity Discharge (HID) headlights are not allowed but many drivers, particularly younger ones use them.
HID bulbs are filled with xenon gas. A cheaper Chinese variety has popularised these lights which can be fitted on motorcycles too.
“We are launching a special drive to check this practice and take serious action against persons who use dazzling head lights with high beams.
It will be considered as unauthorised alteration of the vehicle and driving with such vehicles come under dangerous driving offence,” said deputy transport commissioner (Central) P.A. Sainudeen.
HIDs used in luxury cars are in-built and expensive, costing anything from Rs 4000 to Rs 1 lakh. Cheaper ones costing Rs 2,500 are available locally. These head lamps produce 300% more light than normal halogen.

what is the difference performance-wise between replacing halogen bulbs with xenon bulbs & converting to kits?

ZERO cost benefit gain. Blue white Zenon or HID's with transformers take time to warm up that is why halogens are used for high beams or there is a shutter inside the headlamp to change over the beam. Additional Lighting is the way to go driving lights if you have places to put them. Besides driving at night your more likely to die.

More specifically, I would like to install some xenons on my 2008 Scion xB and I want to know if it's possible and if so, how.
no... but you can buy look-a-likes on ebay. You need to change the whole unit, and I'm not sure if re-wiring is necessary.

Yes it is, but its not completely straighforward.
You need to find out what type of bulb you have at the moment (H1, H7 etc) and then buy an HID kit for the same bulb type. They're not too difficult to fit. You need balasts to boost the power as the HID bulbs need a few thousand volts to get them lit initially. Once they are lit, then they only need a few volts to keep them lit.
You can't really use them for full beam though. Only dipped lights. By their nature they bulbs take a second or two to attain full brightness, so you would be unable to flash your main beam if you fitted them. What car manufacturers do is have the main beam on all the time, but with a little shield blocking part of the replector. When you flick the switch to put main beam on, a solenoid moves the shield away and hey presto - instant main beam. This allows you to flash your lights at people.

Why? What possible need do you have for headlights that are that bright. Even some of the Halogen bulbs can blind oncoming drivers.

Yes of course that you can put them on. The important thing is that you check whether your bulbs are H4 or H1 and buy a set of Xenon bulbs that are of the same type.
Another thing that you must check is, whether the police are comfortable with them because here in Malta if a policeman sees you with xenon bulbs fitted on a car that was manufactured with Halogen ones, he will give you a fine. So if I were you I would check with the police department about this change.

It depends what you mean by Xenon bulbs.
You can buy normal filament bulbs that are filled with Xenon rather than the more common Argon used for most halogen bulbs.
These are only a few percent more expensive than standard halogen bulbs, and give a slightly brighter light output, with a hint of blue. However, they are not what a car manufacturer would call a Xenon headlamp.
The Xenon lamps fitted by manufacturers are gas-discharge lamps (also known as HID, or High-Intensity Discharge, similar concept to neon or fluorescent strip lights). They do not have a filament, and the bulb is much smaller and requires a much higher voltage supply (~20,000 volts) to illuminate. Conversion kits are available for about £150 (see http://www.turborevs.co.uk/HID%20Convers ion%20Kits.html or https://www.autobulbsdirect.co.uk/home.php?cat=277 ).
Bear in mind that these conversion kits will not be to the standard of a factory-fitted option, may invalidate your warranty, and do not include the automatic levelling (requires sensors on the suspension) or headlamp washers required for HID lamps by EC regulations, so may be technically illegal on the road.
