The blog linked to below has an entire 3116 rebuild on it; check there for valve clearances and torque specs...if they're not there, try contacting the blog-keeper directly.

need answer on 3116 cats. in process of buying boat w/ 3116`s and am curious as to the chances that these engines (which are faps ) have the infamous soft blocks. they are 1999 engines installed in 2000 30 ft. albemarle.
Problems that would have arisen from them would have surfaced by now, but you may want to have a mechanic run the serial numbers through catapillar. They can tell you if they are in the group of soft blocks
