Time to act over looming food crisis in Africa's Sahel

THE WIDELY documented signs of a looming food security crisis in the Sahel region of Africa, where acute food shortages threaten some 12 million people, are a cause of increasing alarm.

A series of factors including rising food prices, migration from insecurity in Libya, failed harvests and the impact of climate change on the Sahara desert are having an impact.

The international community has a clear opportunity to act early to avert a crisis on the scale recently experienced in east Africa. If the global community had acted faster in the earlier half of last year, there is widespread agreement that a famine could have been prevented in Somalia. Instead, repeated calls by aid agencies of a looming malnutrition crisis were largely ignored by international donors, and millions suffered unnecessarily.

Cyclical crises in the Sahel are, unfortunately, nothing new. Previous food security crises have occurred in 2005, 2008 and most recently in 2010. Some of the lessons of the past led to the establishment of early warning systems, similar to those that exist in east Africa. These systems monitor factors such as food price rises, rainfall levels, pest plagues, cereal production, availability of food staples in the region and national food reserves.

Im going to have to be careful with what I say about this flick considering the actors are actual Navy SEALs whod probably like nothing more than to track my liberal hippy ass down and kill me seventeen times before I hit the ground. And believe me, Im in no way trying to denigrate or trivialize the service the men and women of the Armed Forces put in on a daily basis. But now that Ive got all my disclaimers out of the way I can say this movie looks ridiculous.

Beginning with this line: The story is fictional, but the weapons and tactics are real... and effectively devolving from that already low point, the trailer is equal parts military recruitment video, cheesy action flick and contrived love story full of slow motion walk-aways, and deep inner turmoil along with a crap load of explosions, sky-diving, shootouts and good old terrorist hunting in all the usual bad guy places (yachts, the jungle, probably the Middle East). Its a Red State Republicans wet dream.

How do I get the national disaster act to pay for automotive insurance deductible due to massive Hail storm?

In Deschutes county (Bend Oregon area) on June 12th, 2006 a major hail storm runined many cars. A friend of mine is getting his automotive insurance deductible paid by the national disaster act. The insurance he's going through is Safeco, but for some reason my insurance agency ( Nationwide) knows nothing about this program paying for deductibles. So is there any web sites I can go to for information on how to get Nationwide to do the same thing Safeco car insurance is doing? I need help, I'm in the process of getting my car fixed and this deduction getting paid by a program would really help me out.

History:
In 1966, after decades of rising traffic fatalities, the publication of Ralph Nadar's "Unsafe at Any Speed" and increasing public outcry for safer automobiles, Congress held a series of highly publicized hearings on creating a regulatory agency for traffic safety. Among the witnesses was William Haddon, an epidemiologist who introduced the idea that traffic accidents could be analyzed scientifically and injuries reduced by changing auto design, such as installing collapsible steering columns, safety glass, head rests and seat belts.

Congress passed the Highway Safety Act of 1966 creating the National Highway Safety Bureau, with Haddon as its first administrator. The bureau became NHTSA in 1970 under the newly established Department of Transportation. An early Nadar convert, Joan Claybrook, headed NHTSA under President Carter and now runs Nadar's organization, Public Citizen.

In 1958, the UN established the World Forum for Harmonization of Vehicle Regulations. This development was not noted in the United States at the time, but vehicles meeting these established safety standards were legal to import into the United States.

Since this era, automobiles have become far better in protecting their occupants in vehicle impacts. The number of deaths on American highways hover around 40,000 annually, a lower death rate per mile travelled than in the 1960's.

NHTSA has conducted numerous high-profile investigations of automotive safety issues, including the Audi 5000/60 Minutes affair and the Ford Explorer rollover problem.

Consumers today have a far greater amount of auto safety information available, due to the efforts of NHTSA and the Insurance Institute for Highway Safety.

Why does my transmission act funny along with the gas pedal?

I have a '93 Ford Tempo with an automatic transmission. Every few weeks or so I have this experience: I will be driving along when I notice the gas pedal seems to give more resistance than usual. It is harder to press down. When I get to an intersection the transmission doesn't change gears properly. Sometimes it doesn't change at all and the car revs as I try to gain speed or it changes at inappropriate times. This morning when the gas pedal felt differently while going 55 I knew the tranny would act up when I got to an intersection and sure enough it did. So at the next intersection I took it out of drive, put it in park, then back in drive. It ran perfectly the rest of the way home and the gas pedal was feeling back to normal. What could be the cause of this?


check the throttle linkage to and from the transmission .


You need to check transmission fluid, and then do a tune up if you haven't done so. Do it sooner then later, it happened to me. What happens when you use your transmission allot when speeding up to quickly at the start. Maybe your pressure plates from your transmission are burnt out and are not grabing each other.

Can a battery booster act as a battery charger if left connected over nigth?

If the battery booster is connected to the battery and plugged to a 110 Volts AC, does it act as a battery charger if it is left for a long period of time? If this is not correct, what are risk involved?

In the ACT, (assuming you are in Aus) the are no restrictions imposed on the cars that P-platers can drive.
